Which one talked about backgrounds and how to set allowing scrolling or not.
I tried finding it.

Well in the video series I didn't talk about scrolling the backgrounds at all, but if you want your background to not scroll you need to set the following in your CSS, to wherever you're declaring your background;

background-attachment:fixed;
