How do you insert a template downloaded from the internet in an Expression Web 3 web page?

Depends on the format you receive it. On mine http://www.expression-web-tutorials.com/ew-templates.html the templates are in the form of a personal web package and you just import the package into Expression Web. If it is a zipped file, then unzip it to a folder you have created. Templates in that format can be found here http://www.genealogy-web-creations.com/css-layouts/

There should be some instructions provided with the template on how to use it. Once the template is part of your site, if it is not already a DWT then save it as such and you can attach it to as many pages as necessary.
